Wipro vs Capgemini – Which Is Better for Stability?

My main concern is job security, bench policy, and long-term stability. I have 9+ years of experience as a Frontend Developer and got selected in both Wipro and Capgemini with almost the same package. In case there is no project, client interview issues, or extended bench time, which company is more supportive and safer for employees? I currently work at a large research institution and am in the process of getting retroactively reclassified to a new title (Long story but my PI is cheap and routinely pays ppl the bare minimum so now the Union is helping me w/ a retro reclass.) Reclass can take 2 - 6 months to process. Meanwhile, I am interviewing for industry job. If I get an industry job, what do I do if my reclass isn’t processed yet? Been asked by a client to apply for a GS14 term position but I have a few questions/concerns.
1. Current salary is 140K with ~10K variable comp. If I wanted to at least match, it would require me to be in Step 5/6— is that possible/likely or would I have to start at Step 1?
2. How often have you seen term positions converted to permanent? I’m considering turning this offer down due to this.

At what point do you fire a client? I have a 49 yr old client w/drawing $50K out of a $72K IRA (trad) to “pay off her home”, a move I completely disagree with/advise against.

Hey all, I’ve recently joined EY consulting from another Big 4 and have noticed there’s no discipline (at least in my team) around codes and charging time. People either charge a standard 7 hrs or some will charge time spent on internal activities to their client code.
