25M. Early promo 1.5yrs in and looking to go for promo again (2 yrs in current role). Been consistently considered as a high performer and given stretch roles. Am I rushing it too fast? What would you do

I have been trying to exit consulting for a while now. I am gonna get the EAD card for Gc somewhere around mid next year. Should I wait till I get it or should I make a move? Reason I ask is I’m getting very few callbacks and I think it’s coz I’m on a H1.
