Do not pursue those options. DO NOT. PURSUE. THOSE OPTIONS.

The recruiters want you to go to the other firms because that’s how they get paid. What’s in it for you other than making your QOL worse? Gov’t or in-house seems way better depending on the precise comparison to your current setup.
If you hate billable hours, leave the law firm life. That’s your primary directive. Go in-house or gov or non-profit

Billing hours is a minor inconvenience at best
Recruiters “clamoring” to have you do something should be of no consequence to deciding what you want to do. I have used car insurance salesman calling me all the time, doesn’t mean I’m considering purchasing used car insurance. With that being said, if you genuinely want to consider earning more money and are ok with the additional billing requirements then go for it, but don’t let recruiters influence you because they only want to make the most money off you that they can.
I went through the same thought process a couple months ago. Took the bait and went to interview, got an offer but in the end stayed at my boutique with a renewed focus on finding my next Gov position... That's the move I want to make, but it took the whole process of applying and researching what's out there to figure that out. Feel free to DM. We could compare notes.
Recruiters don't get paid to have you stay where you are. if you like it there, meaning you have some sense of balance there, I would stay and not even peek at the market.
