There are some companies that ask for references when you are filling out their application, some that will ask for reference when you are a serious candidate of getting an offer, and some that won't although the only time they will call a reference, that I have found over the years, is if you are a serious candidate and made it to the final stage.
With a reference, legally, the only questions that can be asked are about your employment dates, your job title, and if you were someone they would hire back (only with a yes / no answer). Depending on the size of the company, they might not even call the references if you are in the final stages.
Every app I have ever done usually asks for 3 references..

Hmm I don’t think that’s ever been asked of me before the interview, but if it did yes I’d feel weird about that too. Especially if you aren’t sure if you’re even interested in the job in the first place. I hope they are just documenting that information and not actually planning to call those references before the interview.
Since it used to be expected, HR abuses it. Also leave SSN and ID# blank, provided upon offer. You will get less interviews from it however those likely are fake jobs anyways.
You’re not weird—that’s a reasonable concern. Most companies asking for references that early aren’t actually calling them yet, it’s just part of the application. That said, it’s fair to hold off sharing until you’re further in the process. A simple “happy to provide references later” is completely acceptable. You don’t need to burn your references before you even know if you want the job.
