What speciality are you in?
I agree that you have to network with other professionals. But I'd add that you have to be able to offer them something back. The only way other professionals will send you business is if you are so good and trustworthy they know their clients will be taken care of and happy which will make that professional look good (and the professional genuinely likes you) OR if they are getting referrals in return. They will not know the first option until you've worked together, so to get your foot in the door, you should be able to offer them something back. If you consistently get calls for an area of law you don't work in, focus on that. For example, say you get calls for divorce all the time. Find a divorce attorney to connect with and tell them you're getting all these calls for divorce and I need somewhere to send them. Those divorces will have real estate that needs to be sold and possibly businesses that will need agreements etc.
Second, I would also align with financial advisors. You will inevitably get clients who don't have advisors and need one, especially in the areas you work in. Do the same thing as above and offer to send business to the advisor because that advisor will have clients that have businesses and real estate and gen lit needs, and needs in all areas (criminal included).
If you go this route just make sure you aren't investing too many referrals in someone that will not repay the favor. And make sure they understand the arrangement. This is great because you can turn all calls you get, even calls outside your area, into business for yourself. You can even turn non attorney referrals into business for yourself with using complementary professions (consider accountants too, tax prep and bookkeeping for your business clients)
