Any tips on meeting an AD for a copywriter who didn't take the traditional portfolio school route?

I have been an officer at the department for 5 years and have deal with nothing but toxicity. I’m looking to possibly stay in the field by going to another department or completely overhaul my life by leaving law enforcement. Anyone have advice for advancing in your current role? My co-worker was hired in at manager level but somehow “proved” he was actually doing director level work and got a title promotion and salary increase in less than a year. I also went above and beyond my job as well (covering for him for a month while he was away on paternity leave) while taking on other projects outside of my job title and got zip—no raise or recognition. I have been offered a position at a non-US B4 with a 2 year path to partner. I know one of the partners at the local firm and have the support of the regional service line lead, and am bringing a specialized skill set they are trying to open a new business around.
