There’s no real threat of you leaving without an offer… especially in this market.
You’re right, I was thinking you were negotiating at an existing job.
If you’re just negotiating an offer, then it’s just a matter of pushing for what you think they will pay. Almost every company doesn’t publish their absolute ceiling as the high. If the offer is a step down from where you were at, or from other roles you’re applying to, mention that.
