Anyone else's insurance premiums jump up a lot or their insurance company decided to drop them bc they're leaving California?

I know someone whose auto + home insurance went up 30% despite no claims and another home that will get dropped altogether bc insurance leaving CA

I have significant equity in a property (300k+) and maybe another 200k across other properties. I have a decent amount of money in cash and already 200k or so in stocks. Would you consider pulling money through cash out refi and using it? I get nervous for stocks being so high. I have a few properties in pipeline already. How would you suggest using it (if at all).
