Even if they cannot name the client, they should be able to provide references from within the firm. If this person doesn’t want the firm to know that they are considering leaving, ask for a peer they trust. There must be someone that worked on the project with them.
Why is this a concern? If he is able to sell you the stories, he can sell them to the clients. Everything in consulting is based on such a capability. Unless your concern is his technical capability or that he is fraudulent with his background, I wouldn't worry too much

You have to take a risk and give the person 18 months to walk the talk. You can’t be small and scared, the big boys will eat you for breakfast.
What you need to be sure of, is IF the person doesn’t fire, can you help him/her course correct? If the answer is yes, go for it!
McK has Personal Experience Interview. I liked the approach, even as a candidate and I sucked at it. The way to examine a candidate is to pickup a situation (time when had to coach an executive without being harsh, etc) where the stories mentioned can be applied. If the stories are true , the candidate can easily answer cross examination.
