I joined Cognizant recently, the project interview calls which I am getting is not from my base location.
I have the location constraint, should I wait for the right opportunity or raise this concern to ADP team so they can look in to it?
As per ADP policy, one should not have any constraints and take the project as FCFS basis.

If I get referred at IBM, get a mail for details from the HR but do not reply as I currently don't want to switch because of some reasons, can I get referred again after say 3 months?
Asking cuz the profile blocks for an year after applying/getting referred at Accenture.

I’d say no, it’s more or less just bad form. As an interviewer or resume screener, they don’t know you don’t have an NDA. So my assumptions would be that you’re just airing out all your laundry. You just reframe it as largest company or something

Definitely not. I would advise generalizing to something like “global financial services provider” or “major fast food company,” these are general enough for you to flex without giving away clients.
What is does NDA or "Anything" mean? Look at what you agreed to when you onboarded, it probably asks you to uphold X, Y and Z. Look at what your organization agrees to when you sign a contract with a new client, it probably says IBM will make efforts to protect confidentiality. There is likely an obligation here that isn't as obvious as you personally signing an NDA.
You don't need an NDA, any specific reference to clients etc would expose what kind of internal architecture they have. Any job in IT usually has a confidentiality agreement to prevent this
Do not call clients out by name. The best way to approach is to say “international insurance company” or “multinational logistics organization”, or “federal client” for instance.
