No, do not take PTO for appointments. Unless your gone for 2+ hours I wouldn’t even say anything. Just be available when needed, get your work done and keep business folk happy, and people don’t really care how you manage your time (my experience).
Agree with AC1. Only take PTO if you want to completely check out for a whole day or more. I don’t even take PTO when I go to events at my kids’ school and will be out an entire morning. I just check things afterwards. If I’m bored or something urgent is happening, then maybe I’ll check my phone a couple times while I’m gone. On those days, I might need to make up some hours later in the day, depending on what’s happening, but even that isn’t a given.

A lot of in house jobs have use it or lose it sick days that you can use if you want to take a half day for an appointment, too. But it depends on the job; my first 2 in house jobs were very “Butts in seats, ask the GC for permission to leave at 5 instead of 6 for an appointment” and my current job is very self managed / based on my meeting schedule and no one really cares where I otherwise am.
