Keeping the package aside, which company is better in terms of growth, hikes, work-life balance?

I guess you are at level of 3-5 yoe. Thats very early in career. So better choose pay over comfort to grow at a good pace. Unless people are dependent at ur presence at home.
In my opinion, 28000/- extra per month wont benefit you that much. Much of it will go to rent, grocery, cook etc. If you are having good learning in your current project and have mental peace I would suggest stay there. After some time when wfh will end or when you will get a higher package at higher experience, you can switch. Or you can use the new offer to adjust your package in current company.

If ur not very much worried about brand and u think ur good in tech . Then dont do short experience jump. Deloitte usi also is very much service based and project are short termed. If u want brand then u can go but its not very big brand like faang companies

They give you 30k extra ,but they will make sure you are doing work for atleast 2-3 people.

Infosys is best as compare to Deloitte in terms of work life balance as well as job security.
Stay in Infy and take a transfer to Noida/Gurgaon DC. Varanasi is closer to Delhi NCR.
