What’s the actual budget? My budget vs your budget can be very different. Maybe aim for happy hour options and something like painting with a twist? Pottery is fun like A1 stated.
I gotchu OP. Handam bbq. 2 orders of meat and 1 appetizer will come out to around $50 and it comes with unlimited sides. Just check photos on google to see. As soon as you order they basically cover the entire table in sides and you can ask for more.

Also there’s a super affordable bar on campus “Valhalla”. Open till 2am on weekdays from what I can recall. I’d check it out before taking your date though. For some people, it’s not their vibe.
Place is chill though! Student and faculty run. Sell beer at cost. I remember when I moved to htown we’d roll through there before heading to the big easy and crush like 50 cent shiners. Big easy is slick if you’re on that side of town

Got my pizza places mixed up. Tiny Champions is supposed to be good but I haven't been.
I'd recommend Gypsy Poet in midtown. Neighbors is beside Popston but it's kinda "clubby".
Rivas in Monroe’s is a great vibe and you get a massive portion with soup salad bread cheap big pours. Can follow it up with a drink at any of the bars down on westheimer. Poison girl or catbirds are chill vibes not as swanky as anvil. Loro during hh. Can snag a za at Luigi’s and eat outside at axlerad. Check out some
BYOB spots. I think there are still a few. Good food and thoughtful bringing your own 20 dollar bottle of wine someone would charge 60 for. Hughies has good drink specials during the week. Honestly if yall like beer, lots of breweries have food trucks. Snag some sandwiches and go to a brewery for an Astros game. Or trivia night or something silly. Find specials like taco Tuesday events or steak nights ¯\_(ツ)_/¯
Central market was / still the jam for my wife and I when we were dating. Go in get some salads and beers and cruise around looking for something to bring back to make for dinner. Specs downtown you’ll get a buzz on all the free samples.
Life’s more fun when you don’t have a budget. I know some great omakases that are sure to impress 👀
