Got a verbal offer from a big 4 a month ago, discussed salary expectations 3 weeks ago, still no offer letter. Firm has to let me know it should be coming soon. Are these normal timelines?

The team is project, program and portfolio management. How’s the work? Is it better than IT audit? If its PMO related then is it IT/Technical prog mgmt? I recently interviewed with Natwest and I got confirmation that they wanted to offer a role. Salary negotiations were started. However, now I got an email from the hiring manager that hiring for my role has been paused due to the ongoing cost of living crisis. He expects to resume the hiring for the role in Q1 '23 and would resume the process then. So is it the end? Honestly, I don't expect him to come back. But what do you think?
