I have 6 YOE in. Net+Angular and got an offer from Legato Health Technologies with 20 LPA Fixed, i joined Infor just 11 months ago with 12LPA Fixed and i will get the hike in August. If i resign now i will not get hike and i am a critical resource in the project, i guess Infor might try to retain me by matching offer. What should i do? Should i resign ASAP and not negotiate with Infor . I have all these doubts because Infor is a product based company.

If they won’t reward you with a strong performance review, then when will they reward you?
There’s no reason to be loyal to an employer when they don’t take care of employees. Pensions are pretty much long gone. Raises aren’t keeping up with inflation. Studies have shown that jumping every 2 to 3 years will yield a 50% higher salary in 20 years than not jumping.
Go find a new gig that will give you the title and/or pay you deserve!!!
It's hard to admit but I was in your boss' position for years. It was my job to deny/delay promotions/raises. My job was to lie yet motivate. To this day I feel slimy. Even though I don't know you I'll bet you are qualified for both. Go get an offer for a great job at another place. Your current employer will counter and then you can decide which offer/organization is best for you.
Find a new job. If they don’t have the money or headcount no matter what you do, standing in line for the promotion that won’t happen is futile. Their loss.
It’s easier to go somewhere else. No one will take it personally and honestly your manager has used the same playbook anyways

Did they provide clear guidance on what you need to improve upon to get to the next level?
Schedule a follow up 1:1, if they can’t invest time in you then you shouldn’t stay. I have very specific things each of my team members need to work on constantly. Your manager should, at minimum, be able to tell you the areas that need to be improved to make the next level. If they can’t get you basic areas for growth you need to leave.
