TC seems to be a lowball, but that's their budget, no scope of negotiation.

Yes, that’s one of the factors considered. I don’t believe they consider it from your perspective though. Newer = generally easier to replace
Lay-off decisions are never made based on impact to employees. It’s who’s the best and can deliver the most. New employees often aren’t at full potential yet. Now what does factor in is the pipeline you entered from, often don’t want to rescind offers or immediately fire a class from a target school or else you develop that reputation with following classes.
If one gave their LOA notice for later in the year, are they at a higher risk of getting laid off?
Depends - sometimes it’s “first come first go”
Depends on a ton of stuff. For example, did that new employee sit on the bench for 6 months? Did that new employee fail to complete basic expectations? I’ve heard of folks that were new that got laid off for the reasons above
