I think it would be really hard to justify picking a candidate without people management over one who does (assuming they both have relevant experience otherwise).
And in this mkt employers are getting great candidate pools so yeah I think lack of prior people leadership experience likely disqualifies you from these types of roles unless the team you’ll manage is very small and doesn’t include attorneys. But who knows - apply anyway and talk up your other leadership experience .
Yes. Most in house department is small and it’s hard to get real people management experience

Have to agree with Senior Counsel 1 above. They can't confirm your duties so they aren't going to know whether you did or didn't have that kind of experience.

I agree with SA1. Talk up your leadership skills and experience. I DO NOT agree with SC1 or M1. Do not lie on your resume. Morally wrong but also could get you popped for a legal ethics violation to make material misrepresentations like that.
