If you need a promo to stay I would move.
If you need a raise to afford your current place, you should move, to a new less pricier place
D9, yes that's sad. I was Advisory and during promo year I got a 2 and 18%. Regular years I used to get 8-12% for 2. Keep in mind our salaries are/were lower.
This was long ago and D has changed, in many ways, for the worse.

I thought location doesn't matter. When we graduated from MBA we all started with same salary regardless of office. S&O in NYC. Second year SC up for manager.
OP is right - for MBA campus hires location doesn't matter. Everyone gets the same sal and bonuses. Maybe after first year location thing kicks in.
Been at this awhile. Deloitte doesn't give pay bumps for job title changes. Maybe a $5k jump. Rather we just keep moving your base up on a steady trajectory curve based on your rating each year. A 3 rating gets cost of living x2. A 2 rating gets 2 to 3 times that of a 3 rated. A 1 rating gets 2x of a 2 rated. It's not linear. There is more $$ in getting consistent 1 ratings than in getting promoted. Yes, you want to get promoted, but watch you don't get yourself in a hurry. As an MBA hire you are already high up in the SC salary band, so your best route paying for that nice apartment is 1 or 2 level performance.

Promoted last year, total raise (including standard annual raise) was 10%. Sad!

Location does matter.
What rating did you get to get just a 3% raise?
I remember my raise when I made manager being quite small, but it's been a few years. I wouldn't count on it being significant, your rating is going to mean more too.
