GDS folks, a colleague of mine has defaulted on timesheets (more than 3) at senior level and was rated as Progressive. Is that the sole factor for not him not being a rated as differentiator?

Over the last couple of months I’ve interviewed for a number of jobs and made it to second and third round interviews but never got an offer. My last interview was on Monday and I got feedback that I did not get selected because it did not seem like I was a a team player. My supervisor gave me 8hours of AWOL because I couldn't show up one day because I was under anxiety. I have gave him letters from psychiatrist,psychologist that I'm passing through this. He didn't care and gave me an AWOL. I want to leave my job because my department is very toxic but I don't want to leave having that on my records.
If I move to another job later on (private or federal) this 8 hours of AWOL will show up?

Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Tried researching this for hours but only found info on applying to other agencies.

After 13 years in government, really want to get out. Anyone have experience convincing the rest of the world you’re not a “government employee”? I think hiring managers see government work and assume I’m lazy. Ways to get around this?

I’m looking for a new job, working remotely, that doesn’t require a Bachelor’s. (I’m currently going back to school to get one, as I only have an Associate’s in Mathematics right now)
I had positions in private sector that allowed me to supplement having a degree with experience but not in public sector. Hey guys… I’m a case worker in child safety and I’m someone who loves being outdoors/dies at a desk all day. I’m hoping to organise that at least once a week I can go to a cafe and catch up on all my case notes that need to go into the system.
So far the only reason I’ve been told no is that “if you do then everyone will want to and then no one will be in the office” … how can I convince them that I work better out of the office and get this freedom & mental break for myself?
