To your second question: Yes you can use points to buy tickets in a different country. You're redeeming points with the airlines company, not the country. Your method of redemption will have to be through a webpage or by calling in
You can redeem United miles for any Star Alliance flight with award availability. Amex and Chase can either be redeemed for paid tickets ($0.0X per point) or transferred to another program. Redemptions for paid are good for cheap tickets and transfers are the best way to redeem for intl business/first flights.
