Same here. Was sold a strategy role but the opp I was put into was staff aug within IT. I brought this up with my manager and kept the dialogue going and he eventually found me a Strategy role after a year which has been excellent and everything I could ask for. I would make sure to have this conversation with your manager and be great with slides but have some patience as well. Roles do open up and just need to be prepared. Also, network with other SMs and express your interest if they have a role like this open up at any given time.

Does anyone have advice for how to make the pivot other than the standard “work your network”? TIA

I’d say be upfront as early as possible, say I was expected XYZ type of work, etc. and learn about groups within the company that do that line of work. I was also in that dilemma but was upfront and transferred early on
Did you know you’d be liaising w the India dev team? Did you think strategy would be a part of that scope? I don’t understand how you could be tricked into this situation.
Cognizant has some strategy opportunities and they highlight these during interviews as if that's all they do but the real picture is that its a bit rare to land these engagements and you really have to work to land them. Regardless, it's not your fault and you can easily move to another consulting firm to get this experience as long as you can make decent decks. Not end of world.
I think the assignment/s you got/will get is in line with what Cognizant generally does. Tech stuff, staff Aug or outsourcing processes and support work. For strategy centric work (on a continual basis) switch to better management consulting firm (no offense).
Totally agree, and that's partially on me for not doing my DD before signing on with them, but I don't live in one of their primary markets, so I didn't know their business model at all prior to the recruiting process
Cognizant does a small amount of advisory work, and Advisory is an actual practice that focuses on shorter term projects that are more "consulting" in nature (vs. the Residential consulting practice, which is basically staff aug). However, even within advisory, I would say very few projects are "strategy" projects. There is no practice that does strategy work on a regular basis. If that's what you want to do, then you ought to look for jobs at strategy firms. Cognizant is going to provide a lot of opportunities for IT project management, requirements gathering, assessments, etc. Basically any work that needs to be done onsite interacting with the business before/while the IT staff in India that requires any kind of business acumen is what the consultants do.
