Fishes who are/ were staffed on engagements in PMO role: What do you do when you are supposed to be a Project Manager but there is no "project"?

I just started on new engagement. There may or may not be a "project" eventually, but there isn't one yet. All my client wants now is my help with managing day-to-day activities and tasks and has no interest in "brainstorming" on what this hypothetical project might entail.
Meanwhile, my Eng Partner is demanding to see a detailed project plan.

I joined CG on 27th July, the first project require me to work on documentation not related to my tech(networking) this I said no and went on bench.
The second project/client they tagged asking me to wrok on FTP L1 Monitoring and t-shoot.
Again this is not relevant to my exp(6 years in Network).

How to get released from this? the upper line is not in touch with me not they responding with update

What options do i have, what if I abscond?

Will they give me exp letter?

Do people proactively begin finding work when they know they may be low on work soon? Or do they just wait until they actually don’t have enough work to fill their days? Have a larger project that is winding down and my main case is slowing down a bit so I anticipate potentially needing to find more work soon, and I was unsure if that was something I needed to worry about.
