Freelance creatives aren't necessarily dinged for "job hopping." I think it's one of the benefits of our industry, that creatives have the ability to freelance without anyone thinking it's weird that you moved on after 2 weeks. That's just the gig lifestyle. I let my book speak to my abilities and on my resume I note it like this:
Freelance Copywriter, Various Agencies
2016 - Present
Brands worked on: [major ones listed out]
You could list yourself as "consultant" -- then list the gigs you worked on and at which agency -- shows acumen and flexibility!
You're supposed to be all over the map. Thereby, you demonstrate adaptability and a fast acceleration. Length is not important. Output is. Categorize work as you think about it. Industries/audiences/channels/geo- whatever represents you best. If the list is long, you must do that. I prefer to scans the kinds of resume/reel. It also shows that you're structured. Structured = on time and on promise.
I have a general Freelance header under which I list the agencies and brands I've freelanced for, then my full time roles are listed separately.

Name agencies
If I'm at any place for over a month, I add it as a separate job on LinkedIn but note that it was freelance (i.e. Design Director | Freelance) -- additionally, I have a separate job experience area where I list out every client and every brand
Most agencies like to hire me as a temp employee so I position myself as an independent contractor/consultant. List out agencies and brand under a freelance header like @ACD
My own business as a freelancer, with agencies listed as clients. Most have been shorter stints (2 weeks to a couple months) so it would be too complicated to list as separate employers. If it was more of a permalance assignment then I might list that one separately.
