Got progression letter for staff 3 role. But there was no hike. Is this normal scenario or something different in my case ? Also, am I eligible for hike in October?

I'm a Business Analyst with over 10 years experience, been in the same company for the whole time, Currently, I'm below Average Industry standards by approx. 10% for my (current) role.

I have applied for internal job which is effectively one level above, meaning it would be a promotion.

I mean what is the time of the year where requirements in most of the companies are at pick?

Like in Dec and March you will see less requirement due to Christmas and financial year ending. Similar what is the best period?

Because in my previous switch, 15 days were wasted due to Christmas and in March lot of requirements went on hold due to financial year ending.
