D2 - and how about college undergrads? If you can't find a job in the US you won't study in the US and pay tuition. And foreigners who usually pay higher tuition rates subsidize quite a bit of school spend. Who will make up for that gap? Mexico?
Guys and gals, H1B dependent company like D4 and E3 have said!!!! Please keep that in mind when commenting. Can you all take a moment to read the bill before going crazy? There is no need to act like the world is ending unless you are planning to go join Cognizant or Infosys. The world might end because of Trump eventually, but not because of this proposed bill. Also, no foreign students will get screwed unless they plan to go join Infosys or Wipro after their Masters. So please, download Headspace and relax!
A1 is right, I've heard this too, i.e. That the companies targeted will be specifically the outsourcing firms.
D2. Yes most of the H1Bs don't go to US grads. Ironic. But at present that's the only work visa US grads are eligible for. Btw, in the stats you posted a link for 50% of grads majored in math, engineering or business.

@D1 Business majors typically don't qualify for an H1B visa. Most businesses don't bother trying for an H1B because there's so much oversupply for business students in the US.

SE fresh out of college do NOT get 130k salary. Only extreme cases get featured in the news so everybody thinks SE makes tons of money. Normally 90k-110k from Google(level 3), Apple, Amazon, Microsoft, and etc. Netflix and FB have given some crazy money to kids but they rarely do. 130K is definitely targeted for foreigners with Master's/PhD doing ML/AI/Deep Learning whatever.
Not that I am saying Trump thought this through and wanted to bring ML/AI experts. Trump prob thinks ML/AL as Terminator movie. What I am saying is tech industry, especially Software Engineer, is about same as SA1 paycheck in consulting with stocks vested every year.
Lastly, this is proposed. It has to get through Congress. Congress is owned and lobbied by firms. By the time this passes, all of you might have green cards (just kidding). There are still intelligent logical senators left on repub side and a good percentage of senate is dems. So again, use Headspace and relax!

I feel like setting a $130K min is useless because companies can and will find a way to falsely report salaries. I do hope that $130K doesn't affect all companies because that will effectively reduce the incentive for foreigners to receive higher education in US, which you can argue as an export of the country and stimulates the economy

@EY3 I agree with you. But if you read my statement more closely, my statement was assuming that the $130K min would affect all companies, which might eventually happen
