Sounds absolutely sincere. That’s something I would say to someone who I really valued on my team knowing they were kick-a$$ at why they do and ready for that next level that they wouldn’t get without leaving. You’ll be hard for them to replace not for your skills, but for who you are to the team.

In my experience, they have no personal benefit blowing smoke like that when you leave, so I would believe it to be sincere. I’m sure if they really didn’t feel that way, they wouldn’t waste their time saying it. This is why keeping bridges in tact is so important. You clearly made a positive impact there, great job!

I would never say this to a person that I did not want to work with again. I would say “good luck in your new role” and lane it at that. So I think it’s safe to say they are sincere.

OP, what's wrong with you? Lol.
I had a similar response from Deloitte partner when leaving the firm for a tech firm. I took it positively, still have great relationship with that partner, and know that I can always call back in times of need.
I would take what your manager said to you, positively.
