Easy answer: say “no problem.” Keep freelancing there but continue looking and interviewing elsewhere for fulltime on the DL.

If the date keeps moving, that’s a red flag that they’re not on solid financial footing and/or have poor management. If I were you I’d keep looking - elsewhere - and put this agency on the back burner.

Where are you located? In the US, most states have at will employment and an offer letter is not a contract. Start dates can move, offers can get revoked. Keep freelancing, but don’t hesitate to interview other places if they’re stringing you along. If you’re outside the U.S., hopefully someone else can chime in with advice.
