In Germany, this isn't really possible unless the firm is doing poorly. Even during COVID we didn't have layoffs. But through voluntary temporary LOAs, reduced hiring, and natural attrition, firms can get their workforces down to size. But most firms have realized that the upswing in work post-COVID was so difficult that it's better to keep people on for when things bounce back, rather than working on hiring any warm body available.
Adding on… In Germany / Austria (and maybe other countries. I am just familiar with these two), some companies put staff on Kurzarbeit (like a short term leave) during Covid, so employees could still collect “unemployment” from the govt while still having a job to eventually come back to. And it would reduce payroll for the company for a period of time
You are legally not allowed to lay off people in Germany (that is, you are only allowed under specific circumstances, all of which usually do not apply to consulting firms). Instead, when consulting firms do not sell enough work, more people are counseled to leave + people are given less time to develop to the next level. This means that there is no chance of promotion at the firm and no "path forward" for your career at the firm, so people usually leave "voluntarily". It happened when COVID started and it happens now because many consulting firms overhired last year.
