Hi, I'm leaving Citi in 2 months. It's hard to make this decision. I have an offer from a small startup. In citi, my previous experience was not considered and was reskilled to different tech which is the reason for change.I don't like to exit citi. As I like the company so much. But considering my current knowledge,I am in the middle of the sea.I am afraid now that the new company's offer would be revoked due to this recession?Or can I take back my resignation in citi before the last working day.Is this wise decision?

I'm not answering your question, but these headhunters are rarely valuable for someone like you. You're better off exploring through your network, recruiters, etc.
Retail? Bad industry right now
It might be helpful if you named the company the headhunter works for. A lot of these guys just spam companies with resumes hoping to collect a fee if one hits. You really don't want to link up with one of them. If it's a legit retained search firm, that's a totally different story. I'd ask for 30%+bonus, +stock. You can always come down. But also, avoid comp discussions too early. Make sure it's a good fit for both of you, then comp has a way of working itself out.
Standard for retained executive search firms is to put you in roles with at least a 20% total comp increase. That said, a lot of companies will expect you to lateral or take a downgrade for improvement in "lifestyle." If thats the case, tell them nicely to fuck off.
I like how you think P1.
