It’s the way your company accrues your vacation.
If full time, a year has 2,080 hours and a day 8. So, you can accrue fractional time.
Who is saying it’s only nine days? Also, are you sure there’s not a max pay out upon leaving?
Ask them how they calculate then.
Using your hours, it would be 27.6 days. Is the 220.84 hours accrued time or time they allotted you to use in the fiscal year? If it is time to be used and not accrued time, they are paying you accrued PTO. Also, they could have a cap on what they are willing to pay out or they may have a written policy indicating PTO payouts are discretionary. Do you have a copy of the handbook that you could reference?
