Hello fishes, my H1B got picked in second round,my concern is in 2019, my f1 visa got rejected for 4 times, does it affect my H1B stamping now?

My friend is originally from South Africa and is on a student visa in Texas. She’s a senior and her parents want to buy her a house there after graduation. They will give her $50k for downpayment and whatever else she needs, but we just wanted to confirm if that’s even possible? We know she will need a job and steady income. What else is required?
