Just take the $65k and earn a bump.
Earning the bump isn’t so simple. Get as much as you can going in because agencies tend to give minimum merit increases if they can get away with it, especially in this economic climate. Public companies are all about driving shareholder value (surprise), and even play the “how long can we wait to hire replacement and pocket the staff plan from clients” game. This is why many people are understaffed and over utilized. Maybe different in some smaller/private companies, but in my experience I watched the private owner play the same game.
There's a lot of bait and switch happening or at least, it seems so... I know of a big box store that was offering what appeared to be a decent salary range, but when you got down to it, base+bonus totaled less than what was posted. The recruiter even frowned upon it. I have had a few other interviews that have done similar, just not to the extent of the big box.
Do you think it’s too late now that I formally accepted the offer to inquiry about the salary cap listed on the site a bit more and why I was told it’s not doable not because of my experience but because of that $65k cap??
Was it cap or max range? People are never given the max range upon hiring because the company wants to “allow” you to earn small annual bumps.

That was wrong of them, but you will almost certainly not be able to get them to give you $75k. Take the $65k or walk.
