Giving special privileges to a small few creates resentment on large teams.
Valued employees aren't required to follow the same basic work standards that everyone has to follow. This seems like a case of the individuals are valued more than people who are in the office, so they allow them to keep doing it. If they don't allow you, then clearly you need to step up your work because you are not valued by your company. I work 100% remote in a company that has a RTO policy. I get "special treatment" because I do my work and have established with my company that working remotely for me is better than working in the office and they honour that. Remember, just because it's mandatory for you, doesn't mean it is for everyone. If your HR is telling you otherwise it's because they don't want to tell you that you aren't valued.

OP you clearly are interested in the answer to very specific scenarios going on at your agency, which none of us can answer. We can only say what’s going on at our agencies and you have a rebuttal for every one. Ask in your company bowl to find out how someone could be doing this at your agency specifically since no one else’s answers satisfy what you’re looking to know
They might have policies that allow it. We have a 30-day work from anywhere program.
OP - if you only care what people at Havas are doing, you should have stated that in your post. Maybe post the question in the company bowl instead?
At my office people don’t care enough to keep track. We’re part of a large agency who has mandated 3 days, but for the people we interact with no one gives a shit as long as you do your work and show up other times

Are they there the other 45+ weeks of the year? Are they getting their work done? If so, what’s the issue?
Sounds like a) they have the brownie points and good will to slip away occasionally, or b) it’s a ‘don’t ask don’t tell’ situation where they can WFH as long as they get their work done. The world is burning and this industry works us to the bone. Good for them for trying to see the world and getting their job done at the same time.
Freelancers seem to be the ones left that work remotely.
As a former Havas employee, many mid or senior creatives are actually freelancers and do not need to go to an office. Havas likes perma lancers.
If they’re not freelance, they’re simply more important or embedded than you are. Havas is highly political and your merit is based on mostly who you know.
Remote! Hybrid? Maybe they have unlimited PTO.
Clearly it’s something they are not sharing.
