How can you transition from Operations to a Consulting role?

I am aplied many a times in Optum for Senior Test Engineer but I am not getting calls for the same.
I have been an ex employee of optumand it's being more than 2 years I left Optum.
Does Optum doesn't consider ex employees.

Is it common in the industry for licensed insurance agents to not get any commissions on a referral in which you personally write the policy? Ex: If a current client refers a prospect to our team, I would not receive commission. Additionally, if I write a policy for friends/family I would get a small incentive but it’s a fraction of the commission producers make.
Management is considering changing this going forward. However, I’m not sure how I should react if they keep things how they are now.

So I received an offer from a digital start up at for a freelance long term contract. The $ was so low as I would be accountable for my own taxes and benefits that I had to request a significant increase. In my email I broke down why I was requesting more $ and where the money would go - which should be more than enough. Currently in finance ops group at a PE shop in Canada. In late stages of interview process w GS in NYC for similar role but at the Associate level. All indications point to an offer being imminent but I have concerns with 1) title (junior VP’s in the group have +1/-1 YOE than me, 2) base feels a bit light given I have 9+ YOE (job description says top end is US$160K)…Nervous for a change as current role is very comfy but nothing ever grows in comfort zones. I'm the only employee with a background in finance in a tech startup growing at a 300%+ per year. But it's actually my first finance-related experience (interned and now part-time as I'm in my senior year of undergrad) and don't know really how to have an impact as my knowledge is "limited" and have no technical mentorship.

Are companies starting to require hybrid schedules? I'm waiting to hear from a potential remote opportunity that's located in another state and I'm not looking to relocate at all. A friend shared that they were offered a position for a role that was suppose to be remote however when the offer was extended, the company asked informed that the position had changed to hybrid. Ultimately my friend declined.
