I tell people that you take your baggage with you to the new place. Usually only the names are a bit different otherwise it’s the same people/archetypes. Best thing you can do is to move with intention, know why you are moving and for what.

And leave your negative baggage at your old place.

When you resign from any role you have no idea how your new position will work out. I worked for many years for the same organization even though I knew that I had outgrown the position. It isn't always easy to find another comparable position once you get to a certain level.
It definitely can be stressful to work for someone who isn't very supportive and blames the entire department for any issues that arise. Many companies are currently struggling financially and if you accept a new role you have to expect that you will be busy and hopefully challenged but within a supportive team environment.
It’s an inside job. I have worked with many people who only find the negative and blame everyone else for their unhappiness. And they are unhappy wherever they go to. It’s because they keep taking themselves to the new place. The great ones put their head down show up and do their best not expecting outside validation. Frustrations do happen but they always shift into gratitude and keep their perspectives positive. Protect your peace and do not even entertain someone who sucks your energy with their negativity, it’s draining! You attract what you think!
