I coach first and avoid jumping in too quickly. I have found if HR fixes everything, managers stop building confidence. Long term, it creates dependency instead of capability.

When they describe the situation, ask them how they would handle the situation if it was their responsibility. Once they give a possible solution, offer a few refinements to ensure legality and compliance with company policy and then ask them when they plan to follow up with the employee.
Make them come up with solutions and own the delivery. Remind them that HR is there to advise, document, and assist with the process…but does not own all of the situation.

You already said it perfectly. Coaching managers to break that dependency loop with HR is the best long-term approach. The key is supporting, not rescuing. Managers should come with their thought process, and HR can guide, sense-check, and fill any gaps.

Yup, coaching and training. See if you can get leadership support to have managers trained as the first line of defence. They need to play a role in managing their teams, then defer to us for advice or coaching, and then escalate/hand-off when HR needs to take ownership of the situation.
But it’s VERY important to have managers own initial issues - they’re not expected to be experts in HR, but part of people leadership is having emotional intelligence and coaching your team.
