I use Greenhouse and absolutely love it, and it does all of the things you're looking for. You can add customized questions to your application for candidates to answer, automate rejection emails, and they have a CRM feature to keep track of candidates.
I would evaluate a software called Recruitee. It is intuitive, powerful, and customizable. It also integrates with outlook. It is also affordable with unlimited users. Let me know if I can help.
I really like erecruit and taleo ATS
Using Paylocity now with no issues, and it does all the things you’re looking for. Whatever you do, don’t get the recruitment module that comes with ADP. Your recruiters will hate you forever.
We use Podio, which actually is a CSM, not ATS. We choose it because it was the most customizable solution for what we needed (in a unique industry). It's fairly easy to build and we have done almost all of it in house. Just make sure you take advantage of the implementation meetings and specialists to get it setup correctly from the start.
Greenhouse and Taleo.
Second the above, love Greenhouse- you can set up rules to reject based on answers to your customized questions and automate the process to an extent (caveat being we assume the candidates are answering the questions honestly) Also scales really well!
I used Greenhouse for 5 years now and you can create custom questions and set up rejections. I will say that applicants totally lie in their answers lol so not always effective 😂
