The first qualified person who applied is who you should go with. I would probably count the no pets as a qualification and go with 3.
1 month rent for pet deposit, did not specific breed or size. It's hard to find places that will accept larger dogs so that was my value prop. I wanted to meet the dog to make sure they were trained and well mannered. A few tenants had golden retrievers (large dog but well-trained).

I would go #1. A corgi seems pretty low risk and a contractor is likely to take care of minor things themselves rather than making you do it. I would write in the lease that no additional animals are allowed.

If you have carpet avoid cats at all costs.
Option 3 probably will maintain your property the best. Option 1 next if the corgi is mature. Option 4 might have trouble house training a puppy if they’re both very busy people.

I vote #3 for sure.
I would avoid the 2 cats. Cat smell is impossible to get out.
Is this a single family home or a condo?
A lab puppy, while adorable, can chew up your entire home for fun.
