If it's for a new job, then just ask for it as part of your counteroffer. If you're already working somewhere and you're looking to get more time off, you can certainly ask your manager, but I've never seen anyone successfully do this.
I’ve negotiated for additional PTO, every time I’ve switched jobs. I thank them for the offer and then explain that at my current position, I have X number of days, and that in order to make a move I’d like them to match that. I’ve never been turned down.
Great question. This typically depends on your employer, so you could reach out to HR and see if the PTO days are negotiable. If they aren't, you may need to start looking for an employer who offers more PTO. Many workplaces are beginning to offer more, even unlimited, PTO. So it definitely possible to find something :)
