Considering TCS having a 90days Notice Period which might be a hindrance for your next switch, a 25% hike is a bit low. Am not sure on what role/paygrade you're moving in, in general you cannot expect more than 10% annual hike. Please use this opportunity to get a better offer.
Depends what's your work experience ? Because 25% is very less that way until or unless you have so many years of experience. And your skillset is not demanding in current market.

Being in Accenture . You already know Accenture gives so much hike even for appraisal cycle. In my project they go upto 30% for promotion. I don't know how are you even thinking to settle for such less hike for switching.
If you are into technology domain then you should not do. Although you can put down your paper as you will be having 90 days period you can look for other options but you have to be active and should have confidence on yourself that you are gonna secure better offer than tcs one otherwise TCS offer is not worthy one. And next thing is TCS doesn't give much hike like Accenture when it comes to appraisal cycle hikes.

I would say 25% is very less. You also need to consider that your first hike in TCS would be after almost 2years. So Accenture in that while will easily give you 15-18% hike atleast I hope. That's the first thing that comes to my mind.
If it is a tech then go for it, otherwise for non tech please consider a job role or a good position, else associate level job in non tech isn't worth it.
