It happens all the time to one degree or another. Just say that you’ve reconsidered what you’re able to do and must respectfully bow out. Be very grateful to them.
Do you think that there’s any conceivable way that they would make the job remote if you were to be selected? If that could happen, you may not have to bow out.
This is probably the best route. Find out if there's still a way to make it work before giving up.
You can say that some unforeseen circumstances have arisen due to which it is no longer possible for you to relocate. You thank them for the opportunity.
Ultimately you don't have to give a reason, you can say what you like. You don't go on a black book, no one will hate you for it. Its just a process. The person on the other side will be frustrated for 5 mins then never worry about it again. Just tell them priorities changed if you're worried about specifics
Let them know that it’s a ‘not now’ rather than ‘not ever’ for whatever reasons you want to give. That should leave the door slightly open if you ever wanted to talk to them again.
I would inform them as early as possible — this will give them the time so that they can regroup and fill the role with an alternative candidate
