You need to show them you're already over your billable time.
Do your timesheets reflect this? If not, why not? If you have those numbers, then they cannot argue with your points. If you don't, then you don't have a leg to stand on.
When I was a CSD, this happened all the time because people didn't do their timesheets properly. So the data showed they had capacity, when in reality they were working overtime. When you have to justify everything you do to a board or executives that only see the numbers, you have to have realistic numbers.

I’d like to say I’m surprised…but this is all too common.
I agree with logging all hours. I would also make sure your AD or head of AS also knows the real time you’re putting in. This may not change the reality of having to work on both accounts, but it also documents that you are overextended and may need more help. Part of the head’s job is to make sure projects are adequately staffed and to know when team members may be overworked.
Log your 'honest' hours alongside the timesheets you are actually billing to. They might be asking you to double bill hours you are working across two accounts, which is a no no. Get it documented
So what kind of feedback have you gotten when you've tried vocalizing this issue? I think that can be fairly indicative of what you can expect moving forward.

How are you 60% to an account doing 120% of work but they don’t even see at least 100% utilized of a time sheet? You might need to stop using non-billable codes in the future.
I have probably 1 hour non billable per week (for department or company meetings), so my take is we are over servicing and under scoped on my main account. Our agency also isn’t doing great financially right now so it wouldn’t surprise me if they’re trying to squeeze more work out of fewer people.
