I completed my last interview today and recruiter reached out on email asking to complete immigration questionnaire form and asking copy of I-140 approval to do “pre-screening for eligibility to work”. They have not made any offer yet. Is this normal? I don’t want to share I-140 without seeing an offer and deciding if I will take it.

My sibling (from India) applied for Canadian Visa for study permit (2 years) and it was rejected stating the reason "the IRCC agent was not satisfied that the applicant would leave Canada at the end of their stay.
The intake was in Jan 2023.

Most important question:

1. I was on bench in my company since April 2022, So since may I was started looking for the opportunities for better pay but didn't got any offer still attending interviews.
2. In June 2022 i got know that I will have to work on 2 client's project which will be 50% 50% allocation on both sides.
