If someone buys an income restricted property and they then get a raise / start earning more than what they originally had at the time of purchase, do they have to sell the property or can they keep it?

Hello, I just received an offer with Chase for the Relationship Banker position with the pay rate of 50k yr + commission. Do you think it is a fair pay rate or I can negotiate for more? Also, they just mentioned to me at pre offer step that if I quit or change within the first year or two, I will have to pay for the lincenses' fee. Does anyone know how much would it be for the fee? I received a verbal offer for a VP position at CCB line of business at JPMC in NYC two weeks ago. The recruiter asked for salary expectations but there was no number set. It’s been two weeks since and complete radio silence. I sent an email to a hiring manager a week ago but received no reply. It’s August so people could be on vacation but this is really strange. Has anyone had similar experience?
