You’ve got to do that hardest thing: have an honest, uncomfortable conversation with them. This behavior is a fast way for them to ruin an internal reputation because it looks petulant. It’s also just inappropriate. They are the level they are, they can’t just promote themselves.
You have a growth plan for them and are presumably giving them freedom in their job to be effective, so their choice is to accept that or - and I’m not saying to tell them this explicitly - get another job.
But, you’ve got to shut down the behavior. And they have to know why.
Agree with this. Honest direct conversation with actionable things for them to work on.

it’s not a formality, from what you’re saying. it’s an actual upgrade that they aren’t ready for yet.
maybe something like this:
“look, i know you want to make that next step in your career. i admire the drive and determination. but the thing is, it has to be earned. so i want you to tell me what you think you’ve done to earn it, and what you can bring to the role. in the meantime, here’s what i think someone of that level needs to do and how you can get there.
but until then, you need to understand you aren’t there yet, not in this agency. and that means you can’t refer to yourself as that, until you’ve earned and been given that title. it’s not just a word, it carries with it expectations of responsibility and respect. and i’m not getting the latter from you. let’s work on that so you can get there.”

Reminds me of how a few years back so many creatives just started calling themselves creative directors. Wonder how long until some of em promote themselves to ECD
You’re saying two things here. One is can’t formally promote them (like the holding company is holding you back) and the other is they’re not ready yet (they’re holding themselves back). Which is it? There’s been a lot of advice in this thread worth tapping into if it’s the latter, but if it’s the former, that’s a much harder convo.
If it’s the employee who isn’t ready, don’t blame formal promotional cycles in convos with them, it isn’t healthy.
Be ready to lose them to other agencies too, sometimes ego makes people choose the low road. :)

Can I ask what their current title is and how is that person telling people? Did they change their email signature or are they just verbally telling people? When I was a “junior art director”, I was told I could call myself an “art director” and now as a senior, I still call myself an art director.
