Both are international cities, but my impression was that Seoul is more convenient for foreigners while Tokyo is more familiar with them.
Seoul has a lot of English translations and was quite easy to get around when I was studying there last year. I've heard Tokyo has a higher language barrier for getting around (is if both aren't equally tough).
Go with Korea. Japanese are super closed off to foreigners. Source: my friend worked in Japan for a bit
I worked in both SK and Japan. Both are closed off to foreigners and Koreans have a more abrasive / argumentative style of working. That gets very exhausting. Japanese are closed off but will listen if they view you as a legitimate expert in the field. Ultimately, both cultures are challenging for foreigners but in the basis of subject expertise alone I would go with Japan.
Both are great. But be prepared to work crazy hours in both.

When I studied in Korea for a semester I was always pulling all nighters. 7 all nighters in a 3 week period at one time. Brutal, but I learned an incredible amount.
Automotive + Tokyo would be a phenomenal option. There’s so much opportunity across OEMs, suppliers and consultants there.
Both very rough places to work but amazing places to live.
Either would be great, Tokyo might sound more prestigious but that's a tiny thing.
Just make sure you're paid in USD given the curent FX trend.
