ask them what the range is tell them youre flexible on the number to keep the conversation going
Keep the interview to your knowledge and experience, speak about previous successful projects and what you can bring to the company. You're there to sell yourself as the only one that they will want. After that you can discuss salary.
I would ask for clarification about how your expectations could be higher than the budget if you haven't given anything. They may have responded to the wrong person I made some sort of error. That seems strange.
Of course they are. They want you to talk yourself down to less than what you are worth. I would just straight up ask them what their range is.
Mentor
You should be able to ask them what the range is to get a ballpark
