Few things to think about, SM isn't like a staff position where you can "find a project." You will need to find a project that will give you metrics (sales, mr, profitability). You also need a constant pipeline because projects go away on a moments notice. I'm gonna assume you know all this and still want to be tortured.
Typically you get a PMD sponsor. Most SM hires I know took a few months to get hired and brought a unique perspective, i. e., client relationship, unique marketable skill, unique competitive perspective. If you have one if those, you can approach the process and say I got laid off but was on a track that mikicks D SM. I have a unique perspective that will help PMDs and other SMs be successful and that will be my plan to win work, get metrics, build peer relationships.
This is why you don’t leave a company where you’ve had a great experience for 5 years just because you think the grass may be greener on the other side. Wish more people saw this.

Reach out to your contacts and present yourself as SM candidate (vs negotiating)
If you are planning to get back to your original group, I assume you were on track to be SM. If not, it could be tricky. Usually firms don’t like to rehire an employee back at higher levels in short timeframe. Not good for people who stayed.
I like to be honest. You were laid off due to cost cutting etc. But maybe others have a better way to frame it
