Generous PTO is vastly different than “unlimited” PTO which most people find to not be anywhere near unlimited. I say this as a PPMD at a firm with “unlimited” PTO.
You also need to compare IBM with WITCH firms. You’re using the wrong sample set to do the comparison.
And for the record, it’s not unlimited, it is flexible

This is absolutely not true. In IBM Consulting depending on where you live you will get anywhere between 10 and 11 paid company holidays and 3 and 4 optional holidays for a total of 14, which has nothing to do with your Vacation time which usually starts at 15 days. Although I would have to admit that the company max out at 25 after 25 years of service, unless you negotiate something different when you are hired.

“Unlimited PTO” is a myth anyway.
I don’t know anyone who has taken 2 weeks off and not had a negative consequence either from day to day management, or EOY performance review.
Meanwhile, in the UK I’d regularly take 2 weeks just for a summer holiday, time off around Easter and Christmas, with another few days sprinkled across the year, and never got any flak for it.
The difference in attitude towards staff taking time off between the two countries is staggering to many.

Officially you should have 10 days + 4 floating holidays on top of the 8 fixed holidays. Not saying that’s great, but more that what you are saying. Your days might have been pro-rated for this year if you did not join before 1 Jan.
If you are a consultant, nobody is really tracking your vacation days as far as I can tell. As long as your utilization is hitting the target, you should be fine.
