Titles matter very little. If you have a good story about how this jump is giving you more responsibility and/or more comp, then no one will care that you're going to a flatter org.
If you're not getting more responsibility and/or more comp, AND the title is lower, then it seems like a strange move.

Why get downleveled? In fact, don’t you think that you should be asking for a level up?
